MINUTES OF THE WINTER COUNCIL OF ADMINISTRATION MEETING

The Winter Council of Administration for the Department of Virginia, Veterans of Foreign Wars of the United States, was called to order at 1:00 p.m., in Mount Vernon A-B of the George Washington Ramada Inn, Williamsburg, Virginia, on Saturday, January 22, 2000 with State Commander Paul T. Moore presiding.
The Colors were advanced by the State Honor Guard and opening prayer was offered by State Assistant Chaplain Albert C. Rodgers followed by the posting of the Colors and the Pledge of Allegiance.
State Commander Moore declared the Council of Administration Meeting open for any business that may lawfully come before it.
State Adjutant Robert J. Klausing held Roll Call of Council Members. All were present with the exception of State Chaplain Robert E. Gordon who was excused.
State Commander Moore introduced Bobby R. Walls, National Sixth District Council Member for Virginia and West Virginia, Past National Commander-in-Chief Paul A. Spera and Secretary/Treasurer for the Southern Conference Les Kapula.
State Commander Moore asked all Past Department Commanders to stand and be recognized.
Motion was made by James E. Tucker, Junior Vice Commander for the approval of the Minutes of the Council of Administration Meeting, held in Lynchburg, Virginia, September 24-26, 1999 as mailed to Council Members and Posts. Luther E. Anderson, Chief-of-Staff seconded the motion and the motion carried.
At this time, State Adjutant Klausing read communications from Kings Daughters Hospital. The hospital thanked the Department for the donation of $3,218.00 for the golf tournament.
Advisory Committee Chairman Marshall E. Guy was ill and Advisory Vice-Chairman Otis N. Berry gave the report. Comrade Berry reported that the Advisory Committee met this morning with nine Past Department Commanders present. Stated the roof at State Headquarters has been repaired and in good shape and the ceiling inside will be repaired soon. Stated the State Quartermaster stated the Web page is in operation. Stated that several Posts have Bingo and Pull Tabs and those who deal with that have had a few problems. Stated Past Department Commander Charles Wilkerson keeps up with this and does it for the Third District. Comrade Wilkerson has been appointed Bingo/Pull Tab Liaison Officer for the State. He has indicated that if anyone has any questions write him (send a copy to the State Commander) and he will help.
Americanism Chairman Michael J. Hoiness reported the District Commanders should have a report from the Junior Vice Commander. Stated he would give out the percentages but not the Posts who needed to report since they should have it already, District One - 61%, District Two - 66.7%, District Three - 72.2%, District Four - 70.8%, District Five - 42.9%, District Six - Congratulations 100% the one and only, District Seven - 42.9%, District Eight - 27.3%, District Nine - 76.9%, District Ten - 50%, District Eleven - 81.8%, District Twelve - 38.5% and District Thirteen - 21.4%. This makes the State 61.42% reported for the second half. Stated everyone should be 100% by now.
At this time, Caroline Grabarczyk Public Relations Director for the VFW National Home for Children in Eaton Rapids spoke. Stated the Department's home was doing well and the facility is full and she has left information outside reminding you of the campus and the homes you have there. Stated there were 91 children and 27 single moms, 629 acres and 71 staff members taking care of the children. Spoke briefly on why these children are at the VFW National Home. There is no State or Federal funding. Stated she will be available to answer questions you may have.
Audit Committee Chairman Joseph C. Lawson reported and it is contained under written reports.
Buddy Poppies & Fund Raisers Chairman Robert J. Klausing reported we were doing well. Stated it is on the Web page on who has or has not ordered. We have plenty of Buddy Poppies and order early. Please do not wait to the last minute. Operation Uplink received $9,000.00 from the Department. We gave over $60,000.00 in International cards over Thanksgiving and Christmas. Comrades, we would like to receive donations for them. In Domestic cards we sent out over $7,000.00. Stated this was an important thing. Stated over $200,000.00 that could be played with and at the end of December he has made over $300,000.00 off of the $200,000.00, that is $10,000.00 a month he has made for the Department.
Awards and Citations Chairman Randolph E. Moon reported the judging was held for the Fireman, Policeman and EMT of the year last night. Some of the letters did not measure up to anyone standards as far as content and material. Policeman of the Year was sponsored by Post 392 - Scott Wichtendahl, Fireman of the Year was sponsored by Post 632 - Chris Rhodes and EMT of the Year was sponsored by Post 622 - Joy Wallace. Of those, only one is suitable for submission to National. Comrade Moon stated there will be 25 All State Commanders and the cut off date is May 15, 2000 and the judging will be held on May 20, 2000 at State Headquarters.
Budget & Finance Chairman Charles B. Wilkerson reported on the Bingo. Stated that at the Advisory Meeting he asked the Committee what they heard in the field about any changes by the ones sponsoring Bingo and Pull Tabs what they wanted him to talk to the Gaming Commission about. Stated he had his own opinion and wanted to know what the others wanted to know. Stated you still go to the Gaming Commission, but let him know what you are working on he will try to work with you. Comrade Wilkerson stated the Budget and Finance Committee met this morning from 10:40 a.m-12:00 Noon with all members of the Committee and the State Commander present. Thanked the committee members - Bobby Walls, Andy Anderson, Jim Booth, Bob Klausing. Stated the complete budget was discussed along with individual items. Some things we feel are necessary to adjust and two additional items are recommended to this Council of Administration. The next meeting is scheduled for the State Convention in June at the Hyatt Richmond. I urge those on an expense account if you think an adjustment is necessary to your budget, you need to submit a request in writing to me prior to our meeting at the State Convention. You are also expected to submit your expense vouchers in a timely manner. We have District Commanders who have not submitted an expense voucher. Council Meeting & Conventions as of November 30, 1999, we have spent more than we have received. It will help to balance this if more of you attend Banquets and Dances. It may be necessary to raise the cost of the Banquet. Comrade Wilkerson stated the Fourth District Commander requested an additional $300.00 for his budget. The Eleventh District Commander requested an additional $500.00 for his budget and we recommend to defer this until the State Convention since there is still money in his budget. A request from State Adjutant/ Quartermaster to put an additional $1,500.00 into Maintenance and also an additional $1,000.00 to the Washington Community Service Conference Expense was discussed. We recommend an additional $20,000.00 for a copier capable of collating, folding and stapling, it has a five-year warranty on parts and labor. Also, we recommend a donation of $500.00 for the World War II Memorial. Chief-of-Staff Anderson made the motion to approve the recommendations, seconded by Past Department Commander Bobby R. Walls and the motion carried.
By-Laws Committee Chairman Baucom B. (Bob) Hinson reported and it is contained under written reports.
Civil Service/Employment Chairman James F. Werner reported that in the Commonwealth of Virginia, the Virginia Employment Commission (VEC) is the largest labor exchange in the Commonwealth and the state's primary job referral and placement service for veterans. The increased use of technology to service veterans, veterans now do their own job search. The VEC has for many years operated on basic programs to ensure veterans preference for a job. The program for job counseling, service and placement service for veterans are funded by the Veterans Employment and Training Services, know as the Outreach Program by the Disabled Veterans Outreach Office. Special programs help with the transition. Spoke briefly on the special programs. Over 23% veterans received jobs with these special programs. Compared veterans job placement to non veterans' placement. The VEC complied with all Federal Goals set. Stated the report will be sent to all Council Members.
At this time, State Commander Moore explained the way the reporting works. Stated he put into effect a two-tier system where you must report the first half and a second half. A lot of the Districts are 100% in the first half and what is being reported today is for the second half which runs November 1, 1999-April 30, 2000.
Community Activities Chairman James E. Tucker reported the state of Virginia is 95.43% reported. Congratulations to Districts One, Two, Three, Four, Six, Ten and Thirteen for being 100% in either the first or second half. District Five needs one Post - 7800, District Seven needs one Post - 7899, District Eight needs one Post - 472, District Nine needs one Post - 9343, District Eleven needs one Post - 10773, District Twelve needs four Posts - 5715, 8652, 10310, 10611. Stated received a letter from National stating the number of volunteer hours donated is 5,591,000 for the state of Virginia 144,790 hours. The amount of money donated nationally is $24,335.00 for the state of Virginia $2,969.00. We are ahead of last year, please continue to support Community Services and get your reports in. Also, received a letter from JoAnn Dickerson concerning Operation Uplink, the letter was written by a soldier in Bosnia during the holidays. Comrade Tucker read the letter thanking the VFW for the phone cards. Comrade Tucker asked the Post to donate for the phone cards.
Credentials Chairman Clifford Williford had no report at this time.
Environmental Ernest B. Glynn was absent and no report was given.
Legislative Chairman Ernest B. Glynn was absent so Resolutions Chairman John P. McAnaw gave the report. Comrade McAnaw stated there were copies of the booklet for the Legislative Day in Richmond which was held on Thursday, January 20, 2000. There was a total of eight members of the VFW in attendance. The issues were Construction of a Second Virginia State Veterans Home in Richmond, Planning for a Second Virginia State Cemetery for the Hampton/Yorktown Area, Right to Present Patriotic Flags, Support World War II Memorial, Better Employment Opportunities for Veterans, Destruction of War Veteran Memorials, Refund to Federal Retirees of Unconstitutionally Collected Virginia Income Taxes, Better Housing Opportunities for Veterans and National United States Army Museum at Fort Belvoir. Comrade McAnaw spoke briefly of each of these items. Comrade McAnaw stated that on the National level there was a handout on VFW Priority Goals for 1999-2000 and spoke briefly on the goals. Comrade McAnaw then read a letter from Commander-in-Chief John W. Smart concerning the increase in VA spending. Spoke briefly on the Action Corps. Spoke briefly on voters registration and encouraged each veteran to register and vote. Stated the National Legislative Mid-Winter Conference will be held at Hyatt Regency Hotel, Washington, D.C. from March 12-16, 2000. Members of the Legislative Committee will visit members of Congress March 14-15, 2000. Comrade McAnaw stated on the Resolutions Committee there was himself, Jim Dillard, Ed Essetier, Edwin Hilliard and J. B. Young, all these members will be available to assist in Resolutions. Stated in the Leadership Manual this is an article concerning Resolutions. Resolutions begin at the Post level, when approved go to District level then approved to go to State level for approval and then go to the National level. Stated if you needed help to prepare a Resolution he will be free to help you.
At this time, State Adjutant Klausing stated when Resolutions are sent to him from National he sends a copy out to every member on the Committee the Resolutions that pertains to them. The Committee members have the Resolutions 30 days prior to the State Convention.
Homeless Veterans Chairman William F. Carbin reported when first taking the Chairmanship he knew nothing about the plight of the homeless veteran so he took classes. Stated the problem is not only the homeless but the attention they get from the public and the local government and how it seems to treat them. There is a Health Fair also called a "Stand Down" there were counselors and medical personnel that were available in the area to come to help feed and give general checkups and shots if needed to the homeless. The homeless also were told about housing and employment. The homeless seem to care little and only come back to eat. Each month in the General Orders there is a Homeless Veterans Report Form and reports he has received have been very slim. Asked the District Commanders to get hold of the Posts in their District and help them fill out the reports. Also, there is a report contained under written reports.
Surgeon/Hospital Chairman Peter M. Snelling reported as of today the Department of Virginia is 88.33% reported in Hospital related activities. We only need 23 Posts in the Department to make 100%. Congratulated the Department for being at a higher percentage wise than we were total last year. The Posts are getting better at reporting. Asked the District Commanders to get the remaining Posts turned in. Hoped everyone noticed the display setting across from the registration table. At the National Convention in Kansas City there was an announcement of a new program called "Together We Stand" pertaining to health implementation for the veterans. The company we are pairing with Fiser, they give out literature and send out speakers. If the District or Posts would like to have a speaker come out concerning medical problems see him after the meeting and he would be glad to give you the persons name. Right now we are attempting to line up an one hour segment for the State Convention in Richmond to allow a Urologist to come and give a presentation. Stated as far as the Surgeons' role, he has been out visiting with a lot of veterans throughout the State. We are still getting the same complaints as we have for years about the lack of services at the VA Hospitals. The one problem comes down to, is the budget. Stated is was about time to take care of the veterans as they promised they would do. Asked the members to visit the hospitals and report the general problems back to the Council of Administration.
Loyalty Day Chairman Jimmy Lee Wallace reported Loyalty Day is May 1st. There will be an article for the next General Orders to remind everyone again. Stated he had packets for the District Commanders which will be mailed out next week. Encouraged everyone to participate in the Loyalty Day Program. Stated in concern with the VA Hospitals the phone for calling is 1-800-VFW-1899 the National Staff will also investigate any complaints or issues you have with the hospitals.
Maintenance and Building Committee Chairman Eugene Chavis had no report at this time.
Political Action Committee Chairman James W. Rickard reported that the Political Action Committee is affiliated and supported by the VFW but is a separate entity. If you send something to Political Action and you designate you want to go to a certain Congressman or Senator they will send it back with a letter explaining that they cannot do that. Also money cannot come out of your General Fund because it comes from Dues and you have to have authorization from the members to spend their money for a candidate. If you send a donation make sure there are no strings attached. The Political Action Committee is the one who decides which candidate they are going to support.
At this time, Past National Commander-in-Chief Spera spoke on the Political Action Committee. Stated it was one which we are not using properly. Stated the National Commander-in-Chief, National Senior Vice Commander-in-Chief and National Junior Vice Commander-in-Chief have gotten together and decided that the members of this organization become politically active. As an organization we are not allowed to do that. Spoke briefly about the power of the organization. Spoke briefly on the Political Action Committee and its purpose.
Membership/Life Membership Chairman Early Ray Chappell reported membership is his number 1 goal. Stated we had lost a lot of membership due to death and have them "go out the back door". The quota for this year is 36,738, as of today we have 32,851 which is about 90%, we need 3,879 members to reach 100%. We have a lot of work to do. Last year we had close to 1,000 members go out the back door, we have recovered 394. This year we have signed up 852 new members which is behind what we have been signing up. There are 665 reported deaths. Last year there were 1,500. There have been several Roundups in the State which have been very productive. Andy, Bobby and myself have been working the last month to set up Roundups in the Seventh District on the January 28-29, 2000, First District on the February 2-4, 2000 and the Ninth District on February 14-16, 2000 and the Sixth District on February 25-26, 2000. We still need to set up Roundups in the Eighth and Eleventh Districts and all the other District if time will allow us. When Paul Moore took over office as State Commander the Membership Campaign was sent out to all State Officers, District Commanders and Post Commanders. The cut off date for the five largest Posts was December 27, 1999. First place - Hillsville Post 1115, Second place - Tidewater Post 4809, Third place - Dale City Post 1503, Fourth place - Virginia Beach Post 392 and Fifth place - Bristol Post 6975. Membership standing in the State as of January 20, 200 First place - Fifth District 95.70%, Second place - Tenth District 94.86%, Third place - Fourth District 91.18%, Fourth place - Eleventh District 91.15%, Fifth place - Third District 90.21%, Sixth place - Twelfth District 89.06%, Seventh place - Second District 88.80%, Eighth place - Seventh District 88.66%, Ninth place - Ninth District 87.83%, Tenth place - First District 87.79%, Eleventh place - Eighth District 87.23%, Twelfth place - Sixth District 86.89% and Thirteenth place - Thirteenth District 86.73%. Stated at this time, Comrade Chappell asked Past National Commander-in-Chief Spera and State Commander Moore to help him had out Banners for those Posts who were 100% in Membership. The Posts who received these Banners were: 1150, 1499, 1994, 2613, 4522, 7568, 8446, 8629, 8644, 8947, 9343, 9864, 9872, 10673, 824, 1490, 3125, 4639, 8356, 10387, 10654, 11124, 7854, 7059 and 1811. Comrade Chappell spoke briefly on Direct Dues.
At this time, Past Department Commander Bobby R. Walls spoke briefly on the Military Outreach Program.

Burnham, USAF of Portland, Oregon F-4D aircraft in Quang Nam Province on April 20, 1972; Sergeant First Class William S. Stinson, US Army of Georgiana, Alabama UH-1 mission in Quang Tri City on January 8, 1793; and four other servicemen were identified but their families requested the not be released. Elliot of Springfield, Massachusetts F-105D strike mission over Hanoi February 14, 1968. Stated each of the District Commanders has a copy of the POW/MIA report and to please share with their Posts. Stated he had extra copies if you would like one.
Veterans Service & Welfare Chairman Samuel L. Brown was absent and no report was given.
Virginia Cottage & National Home Chairman Paul M. Steube was absent and no report was given.
Youth Essay Chairman Lawrence F. Mattera reported more information will be coming out, the Youth Essay is not completed yet.
Public Relations Chairman Donald A. Trausneck was absent and no report was given.
Safety Chairman Harry C. Huff reported the first half of the year the Department ended at 71.6%, with three months remaining in the last half and as of January 19, 2000 reported 57.4%. The District breakdowns are as follows: District One - 53.8%, District Two - 66.6%, District Three - 100%, District Four - 66.6%, District Five - 42.8%, District Six - 45%, District Seven - 42.8%, District Eight - 45.4%, District Nine - 61.5%, District Ten - 50%, District Eleven - 68.2%, District Twelve - 38.5% and District Thirteen - 28.1%. Comrade
Huff asked the District Commanders to take a few minutes of their time at the meetings to have some kind of Safety Program and let's get the State 100%.
At this time, Commander Harlan Olson Williamsburg Post 4639 asked to speak. He stated to use caution while driving in the city limits of Williamsburg which is 25 mph. Asked if you have participated in a VDOT program. Spoke briefly on transportation safety.
Voice of Democracy Chairman Dallas W. Proax, Jr. reported the First place winner of the Voice of Democracy Program was Keith D. Parsons sponsored by Bridgewater Post 8644 - District Eleven, Second place - Heather R. Kirk sponsored by Chesterfield Post 2163 - District Four and Third place - Justin L. Williams sponsored by Gate City Post 10611- District Twelve. Stated the total Posts that participated was 82, total Auxiliaries 56, total schools 153, total students 2,825, amount of money spent $41,654.00.
Youth Activities Chairman Earl E. Harris, Jr. reported there were two divisions of Youth Activity Reports. Those who have failed to obtain 100% will not be able to make it up. The first half, District One -100%, second half 53.8%; District Two - 100% first half, 60% second half; District Three - 84.2% first half, 100% second half; District Four - 66.7% first half, 70.8% second half; District Five - 53.3% first half, 33.3% second half; District Six - 100% first half, 42.9% second half; District Seven - 57.1% first half, 35.7% second half; District Eight - 63.6% first half, 45.5% second half; District Nine - 84.6% first half, 84.6% second half; District Ten - 83.3% first half, 50% second half; District Eleven - 54.5% first half, 45.5% second half; District Twelve - 42.9% first half, 21.4% second half and District Thirteen - 78.6% first half, 21.4% second half. Stated he could not see why the District should not be 100% in Youth Activities.
Past State Commander John E. Saunders had no report at this time.
Chief-of-Staff Luther E. Anderson stated that the $3,218.00 was donated to the Children's Hospital, Kings Daughters in Norfolk. Comrade Cluney went with him to make the presentation to the young lady, who wrote a nice letter. We will be doing this again only we want to raise $5,000.00 for the Children's Hospital in Richmond. The Golf Tournament will be Wednesday the week of the State Convention. We play golf in the morning, then a luncheon. This year the entry fee will be $50.00, after the Golf Course is paid the rest will go to the hospital. The sponsorship of the holes are $100.00 and there will be signs of who sponsored. Send the check to State Headquarters.
Inspector Henry E. Cluney reported he had a big smile this time with the Districts. There are only two Posts left to be inspected for the State. The Ninth District - Post 7360 and Twelfth District - Post 5715. The number of Posts not bonded for the proper amount are 26, Posts that do not have a Dues Reserve - 25. One Post has put their Poppy money in the General fund, that's a no no. One Post Commander controls the money from the Club Room - no no no no. Two Posts have not filed a Form 990 and the have over $25,000.00 income. Give examples on not having enough bond.
Assistant Chaplain Albert C. Rodgers spoke briefly on death notices.
At this time, State Commander Moore stated that Time & Place Chairman Clarence E. Clements was not there, but stated everything you need to know is in the General Orders concerning times and places and has no further report until the June Convention.
At this time State Commander Moore asked if any of the District Commanders if they had anything to say.
Second District Commander Gunnar Gudjonsson stated in November 1999 he went to Chief-of-Staff Anderson and told him he was going to Iceland. Asked if he could get Operation Uplink cards to take to the troops up there, stated there were about 1,650 there. Thanks to the Comrade Anderson, State Adjutant/ Quartermaster Klausing and State Commander Moore, they provided me with 1,750 cards to take. They were very ecstatic about receiving the cards for Christmas.
At this time, State Commander Moore asked if there was any unfinished business. There being none, he asked if there was any new business.
State Junior Vice Commander Tucker stated at the last Council of Administration Meeting we had an article concerning the funds Honor Guard Captain George McCracken required for his committee. However, each year when the Council of Administration starts we must approve a budget by law it is supposed to balance. The Council of Administration is supposed to maintain the budget and well as increasing it. Stated that any funds prior to approval by the Council of Administration should go through the Budget and Finance Committee for their approval.
State Commander Moore stated this was standard procedure but it has been deviated from. State Commander Moore considered this as a motion and asked for a second. Chief-of-Staff Anderson seconded the motion, and the motion carried.
At this time, State Commander Moore asked that the Secretary/Treasurer for the Southern Conference Les Kapula to speak.
Comrade Kapula asked for the Department of Virginia's support for candidate Charles Stevens, from Alabama, as National Junior Vice Commander-in-Chief. Gave a brief biography on Comrade Stevens.
Voice of Democracy Chairman Proax stated there have been complaints about the places we go for Conventions and Council Meetings. Stated he suggested that the veterans' organizations, not just the VFW, obtain some property and build a Veterans Convention Center for the state of Virginia, then each veteran's organization could appropriate the time and calendar so that you could have an appropriate place to meet so there will be no conflict and what have you. Something needs to be done.
At this time, Past National Commander-in-Chief Spera spoke briefly.
National Sixth District Council Member Bobby R. Walls spoke briefly on military strength.
State Commander Moore continued with the Good of the Order.
State Commander Moore announced the Commander and President's reception is going be down stairs in the Florida Room 5:30 p.m. - 6:30 p.m., the Banquet will be 6:30 p.m. - 9:00 p.m. and Past National Commander-in-Chief Spera will be the Guest Speaker. Stated that they are calling for a storm to come, and if the weather gets worse he will decide tonight if there will be Devotional Services for tomorrow morning.
There being no further business, State Commander Moore asked State Assistant Chaplain Rodgers for the closing prayer and a Salute to the Flag.

Audit Committee Chairman Joseph C. Lawson reported on January 8, 2000, Comrades Wirt Alvis, Waynard Caldwell and himself visited our State Headquarters in Staunton, Virginia for audit of the records maintained at the office. Our examination consisted of the following: (1) Periods of examination were randomly selected. Records were from June-November 1999. (2) Examination of receipt items for the month of June 1999 was conducted and compared to bank records. The examination and further tests proved to be satisfactory. (3) Tests and reconciliation were conducted on bank statements for the month of November 1999. These tests proved to be satisfactory. (4) Receipts for the month of November 1999 were verified to bank statements. These tests proved to be satisfactory. (5) Expenses for the month of November 1999 were verified, with other tests conducted. These tests proved to be satisfactory. (6) The account "Hospital & Welfare" was examined and it was found that one item had been posted to this account in error. Comrades Klausing stated that this incorrect entry would be corrected. (7) The account "Old Bills-Previous Administration" was discussed with Comrade Klausing and he stated that this account would be phased out by the end of the fiscal year. (8) Prior to our visit of 8 January 2000, I requested that Comrade Klausing have documentation of the account "Miscellaneous Expenses" available to the Audit Committee on 8 January 2000. This information had not been compiled and the Committee was unable to examine this account. Comrade Klausing stated that the account would be broken down for our information. Later the account was broken down to our satisfaction. The following investments were examined and verified to certificates held for safe-keeping at the Department Office: Crestar Corp., Money Market, interest rate varies, $132,452.63; American Enterprise, Matures 2005, interest rate 4.70%, $151,553.96; American Enterprise, matures 2002, interest rate 5%, $178,296.53; Alliance Capital, matures 2009, interest rate 7.37%, $428,860.75; Crestar Investments, Money Market, interest rate varies, $540,886.82; Metropolitan Bank, Money Market, interest rate varies, $13,046.60; Edward D. After discussion, it is the opinion of the Audit Committee that records at State Headquarters continue to be maintained in a very satisfactory manner. By-Laws Committee Chairman Baucom B. (Bob) Hinson reported there has been no contact in reference to By-Laws changes.
Homeless Veterans Committee Chairman William F. Carbin reported since taking over the Chairmanship of the Homeless Veterans Committee, he has contacted and visited Federal, State and Local groups whose work with the homeless as an ongoing project. In most cases he has been told almost the same story. They will hold a Health Fair, which is a general check-up on the health and give shots to the homeless veterans. Will hold a job fair, with names of possible employers. In most cases, do not apply for a job. The groups will have a housing fair, with places that are for rent at low or subsidized housing. The homeless will come to these fairs and little or nothing will change. They come because they are lured by the medical advice and the free meal and to spend some time indoors and with others. There are cases of veterans who are retired from service and receive a check from the government which is sent to a Post Office Box or to General Delivery. These veterans, who upon retiring have gotten into drugs and alcohol abuse and wound up on the street separated from their family and former friends. Some of these veterans have been rehabilitated, but still remain in the homeless community. The question is why? Have been separated from the people that they knew, without the street people that they know they are alone. Loneliness is a strange bedfellow. As he said earlier some of these veterans receive government check each month, but no one knows where this money goes and they are not telling. They continue to sleep in shelters, eat at soup kitchens, and spend their days wandering the streets and parks. They are street wise as to where the best food is served and on what day and the best time to be there. They know where the best shelters are and make sure that they arrive before it is full. Every day thousands of volunteers see to it that food is prepared and the shelters are cleaned and maintained. Millions of dollars from donations and government agencies are spent for the provisions to keep the shelters and food kitchens in the areas where they are needed. If they are living, eating and are having companionship with their peers, it is felt that they are better off than being in a small room alone. Solving this problem is a hard task, because trying to put a homeless person in a room where they are alone might be doing more harm to them than we are helping them. In the Northern Virginia area it is estimated that there are over four thousand homeless, and a good many are veterans. It is hard to determine who want to be housed and who does not. You cannot simply walk up to a person who looks like that are homeless and ask to help them. They have to make the first step. He has been in contact with the Vet Center, the Red Cross, and assistance agencies to contact him if someone comes in that is a veteran and asks for aid in finding housing. So far he has had no takers. As for we the VFW, he has had a report published in the General Orders that Posts can report their efforts in helping the homeless veterans in our State. There are more than 200 Post in Virginia and at last count he has received one report. He thinks that in many cases the General Orders are mislaid or lost because Virginians are known to have a big heart and we don't want to lose that status. I would like all the District Commanders to go back to their Districts, call all their Post Commanders to get those reports to him. The deadline is February 1, 2000 also in the Commanders book, points are given for Community Activities and this could be included in that. I want to thank you for time and attention while he spoke on about this subject, but in order to improve this situation we all have to work together. As Jesus told us "The poor will always be with you" we can try to make it fewer. Thank you.
