Comrades, as I assume the elected position of Commander, Department of Virginia, I want to thank each
of you for the confidence you have placed in me. I pledge to the members of our great organization that I
will give 110% to the position. I will lead our department with a firm but fair hand. You can be assured that
the will of our members will dictate how this department functions.
The Department corrected many problems during the last year, but, we have a long way to go. We still
have lots of work to accomplish. No individual can complete all that is required. We, the Council Of
Administration, need the help of each member. We ask that each of you assist your Post, your District and
the Department.
The Departments number one priority is membership. Without members our organization will cease to
exist. I ask that each of you sign up at least one new or reinstated member during this year. If each comrade
helps, the Department can again return to 100% plus in membership. Each Post provides many services to
their community. You should take the time to do the paperwork. Report all the great work you accomplish.
I know that many of you do not care who gets the credit, but, it is time for each of you to "toot" your own
horn. You do the work. TAKE THE CREDIT. The number two priority is Service to the Veterans. I ask
each person to take time to help our fellow comrades. Visit them in the Hospitals, Nursing Homes and
everywhere they may be. Help them in their search for fair treatment. They need our help and support.
Don't forget our active duty, Reserve and National Guard. As they are continuing to protect our freedoms,
we as an organization, need to provide assistance to their families and to the troops during deployments.
Our incoming Commander-In-Chief Ed Banas has a saying that you will hear many times during the year. It
is TEAM VFW 2003-04. I have expanded his saying to include TEAM VIRGINIA 2003-04. With your
help and the help of our Ladies Auxiliary, I know that the Virginia Team will be the shining star in the East.
We have lots of work to do, but, please remember to have fun and enjoy life.

Please Note requirements for the 2003 - 2004 All State Program. Each Post should note the changes. The
requirements WILL BE STRICTLY ENFORCED.
All State Judging Points will be given for participation in the programs as outlined below:
40 Points - For 100% in Membership
10 Points - For submitting a Community Service Record Book for judging
5 Points - For participating in the Buddy Poppy Program.
5 Points - For having the Post Commander or an authorized member attend each District
Meeting/Convention. (1 & 1/4 point for each meeting)
5 Points - For having all four (4) Quarterly Audit Reports on file at Department Headquarters. (1 & 1/4
point for each Audit Report), Reports must be submitted each quarter.
5 Points - For being credited in the Voice of Democracy Program.
5 Points - For being credited in the Patriot's Pen Program.
* 5 Points - For being credited with at least two Hospital Reports
* 5 Points - For being credited with at least two Americanism Reports
* 5 Points - For being credited with at least two Community Activities Reports
* 5 Points - For being credited with at least two Safety Reports

Please mail ALL Reports to State Headquarters, P O Box 2067, Staunton, VA 24402-2067. This includes AMERICANISM, COMMUNITY ACTIVITIES, DEATH REPORTS, HOMELESS VETERANS, HOSPITAL, INSPECTION, SAFETY AND YOUTH ACTIVITIES.
Attention is directed to Section 218, Manual of Procedure Duty of Trustees, Form P-113. Trustees Report of Audit, must be prepared in detail at the close of each quarter, one of which ended June 30th which is NOW DUE at State Headquarters.
Enclosed in this General Orders is the 2003-2004 Membership Campaign. Also, enclosed is the Individual Recruiting Awards Form for new/reinstated members. All individual recruiting awards must be certified to State Headquarters by the Post Quartermasters no later than May 20, 2004. The names of the individuals recruited, Post Number and the name of the recruiter must be received before any award is given.

Congratulations to the 88 posts which completed projects in eight Americanism categories for the year
2002-2003 and which qualified for Americanism certificates. The certificates were to be passed on to your
new District Commanders. Each line on the reporting form is regarded as a separate category. Separate
Americanism events reported under "Other" and described in the comments field were also considered as
different categories.
Kudos to Posts 621, 824, 1211, 1499, 2447, 2582, 3150, 3160, 5500, 7819, 8228, 9224, 9640, and 10840
for sending in Americanism Reports for the new reporting year starting 1 May 2003. Regular completion
reports in the General Orders will resume next month.
When you complete your reports, please only include events for the time frame you designate. For example,
I will not credit you for Veterans Day before it occurs nor when you specify the time frame of 1 May - 31
May. Veterans Day (as you know) is in November. In similar fashion, do not specify 1 May to 31 October
and mail your report on July 1st. Make it 1 May - 1 July. Report only what has already occurred.
See elsewhere in the General Orders for changes to the reporting procedures. In the meantime you may
continue to send them to my address on the Americanism Form or to my email at

With Loyalty Day, Memorial Day, and Flag Day, etc., already behind us, remember to start saving materials
(photos, news clippings, etc.) to be used in Americanism books to be submitted for judging next May.
Check the VFW national webpage (www.vfw.org) for a new poster to replace the "Support Our Troops"
poster we have been distributing. The new one has not been placed there as of press time, but will be
oriented towards local business support of the returning troops.

All Posts attending the School of Instruction July 11-13, 2003, in Lynchburg, Virginia, are encouraged to
bring any Hospital Reports with them. Please remember that we are "Team-Virginia, Team-VFW", and with
your help, our bedridden and hospitalized veterans will benefit from our visits. Once a visit is completed,
DO THE PAPERWORK, and give your Post and your District the credit they have earned and deserve.

It has been a real pleasure to serve as your Environmental Committee Chairman this year. If you wonder why we are concerned about our environment let me remind you that every breath of air we breath, every drop of water we drink and every gram of food we eat contains certain pollutants and contaminates harmful to man. Such substances as: arsenic, barium, cadmium, cooper, lead, selenium, strontium and zinc can upset the human body if absorbed in large enough doses. A vast array of ordinances, regulations and laws has been enacted to control this situation. However, enforcement has not been as rigorous as it should be. The Virginia VFW Environmental program is intended to help correct this to make Virginia a better place to visit, live, work, raise our children and retire. To pass on to the generations that follow us a Virginia as good or better as we found it. A good way to commence that is for each of our 189 Posts to designate a dedicated, hardworking comrade as the program director. Make a tour of the Posts and list conditions that need a little work. Among these maybe: reduction and recycling of papers, metals, glass, plastics, liquids and junk; adopt a segment of a highway or stream; clean up roadside trash and litter. Remove an obsolete or vacant building or structure. Obtain owners permission to remove trees damaged by wind, fire, lighting, disease or maturity. Replace them with seedlings for shelter, windbreak and improvement. Contact firms such as Weyerhauser, Westvaco, Georgia Pacific and inquire if they would like to use some land for a managed forest. They furnish an maintain the trees and harvest at the proper time owner receives land rent. Set our nesting boxes and feeding stations for Bluebirds and songbirds. Clean up a school year or cemetery. Once you have decided on a program, check and see what other organizations may have already in place or planned for you area, Audubon Society, Izaac Walton League, Garden Clubs, Keep America Beautiful, etc. Ask local fire officials to conduct a controlled burning as a training exercise. Ask local officials to profit collection boxes on specific days. Discuss with community leaders what you plan to do. Ask local Radio, TV and news media to help with publicity. Sent them photo and details. On the work day keep VFW Membership applications handy. Ask every volunteer to join the VFW, tell them why they should check for eligibility and send the completed form to State Headquarters. This will help the Commander keep VFW Membership up and make up for some of those we loose each year by death or out the back door. Good volunteers make good VFW members. Do not be afraid to ask every one. We lose some because we never asked. Think of that.

Words can not express the Love and Friendship that I feel for Department of Virginia VFW members and the Ladies Auxiliary for all their acts of kindness that you have showed me during Mike's illness and his death. Thank you for the cards, flowers and monetary donations that were sent or given at the fund raisers that was held in Mike's honor to help pay for his trip home to Norfolk. With your help Mike was able to spend his last days with his family and friends. All of you will always have a special place in my heart and my family. I will continue to work for the Veterans of Foreign Wars and the Ladies Auxiliaries programs to honor Mike and what he truly believed in. May God Bless each and everyone of you.
