1. STATE
COMMANDERS MESSAGE:
Comrades, our main problem continues to be membership. The
Department is in serious need of your help. At this time we need 2000 members
to reach 100%. To those Post that have reached 100% or more, we thank you for
your continued support. To the others we ask that you put forth a little more
effort. Contact those who have not renewed. Stress the importance of membership
and their role in protecting Veterans entitlements.
The Department has visited two VA Medical Centers during the
last month. Please do not be confused by the negative TV publicity on treatment
at the centers. The whole story was not told. We found very little wrong. As a
whole, veterans are receiving good treatment. The facilities are clean and
neat. The staff at the facilities respect the veterans and try their best to
treat them right.
We encourage all members of the Department to remember to be
involved with ceremonies this month. There are many Memorial Day events planed
throughout the Department. Please attend and help our Posts to recognize the
sacrifice made by our fellow comrades.
I would like to thank all comrades for their efforts in
support of VFW programs. Your devotion to veterans and the VFW shows your love
for this country and desire to continue to give of yourselves. Members of this

Delegates and alternates to the Department Convention shall be elected at a regular meeting of the Post held not less than thirty (30) days prior to the Department Convention. Posts are entitled to one (1) delegate and one (1) alternate for each thirty (30) members or fraction thereof in good standing in the Post at the time of the election or as the Department By-Laws provide.

17. ATTENTION
Attention is directed to Section 213 of the National Constitution and By-Laws concerning arrearage of Posts for membership reports. National, Department, or District Dues, National Convention registration, poppy money, supply money or other financial obligations, or failure to the office of Quartermaster bonded, or failure to submit quarterly Post Trustees of Report of Audit. Posts that are delinquent in any of the aforementioned shall be deprived of all representation in District, Department and National Convention.
18. DISTRICT CONVENTION:
Pursuant to Section 405 of the National By-Laws and Manuel of Procedure, each District shall hold an annual District Convention for the purpose of electing District Officers, such Convention to be held not less than ten (10) days nor more than (60) days prior to convening of the Department Convention. District Officers shall not assume the duties of their office until the Department Commander is installed. District Officers shall not be installed or assume the duties of their office until proof of eligibility has been submitted and properly reviewed in accordance with Section 414 of the National By-Laws.

All Council Members and Committee Chairman are reminded to submit a voucher for any authorized expenses pending. Any member of the Council that anticipates exceeding their approved budget or the year must submit a request for increase with justification prior to the Department Convention.
Further to all concerned please remember that our Department Standing Operating Procedure (SOP) requires that vouchers for expenses be submitted each month.

The goal of the Virginia VFW Environmental Committee Program
is to make
Keep in mind that such programs require motivations, manpower, material money and equipment. Public works’ departments may be able to furnish collection boxes. Local fire and police may provide controlled burnings. Send details of your projects to the local media for exposure to get people involved. Ask your Ladies Auxiliaries to help with these projects. Try to get the whole community involved if possible. Many hands make light work.
The environment consists of land, water and air. All of these are subjected to large doses of Pollutants and Contaminants such as: arsenic, barium, cadmium, chromium, lead, silver, zinc, selenium, also, the various compounds of carbon, nitrogen and sulphur. We can now detect these instruments with only parts per trillion. Once these pollutants are present, they can create discomfort and disease in man. We must do our best to keep them out as much as we can.
Keep VFW membership applications handy to recruit all eligible volunteers. Good volunteers make good prospective VFW members.
We need to replace those members we lose through the back
door and through death each year if we are to
keep

25. RESOLUTIONS:
As of 20 April the number of resolutions submitted by Department Posts this VFW year has been disappointing. The policies of the VFW at both the Department and National level are established by resolutions and it is imperative that we, the membership, take the time to express our views on issues that we believe are important.
All resolutions submitted by Posts and VFW National
Headquarters must be acted upon at the Department
Convention. This means that all
resolutions must be submitted to the Department adjutant/Quartermaster no later
than 30 days prior to the beginning of the 2004 Department Convention in

BYLAWS CHANGES:
(1) Change Article V, Section
2.A to read as follows: To facilitate
the work of the organization and to assist the Department Commander
(If a resolution for a Men’s Auxiliary is passed)
(2) Change Article V, to include Section 4. Posts within the
Department are authorized to form Men’s Auxiliaries. Formation and operations
must be in accordance with Article XIII of the National By-laws and Manual of
Procedure and the Departments Standard Operating Procedures (SOP).

There will be a maximum of 25 Posts on The All State Team.
The 25 All State Posts will receive an All State Post Banner.
For a Post to be eligible, it must have reached 100% of their Membership Quota by the day prior to awards judging.
The Post Quartermaster must be bonded.
The Post must have been inspected by the day prior to awards judging.
The March Audit Report must be turned into State Headquarters by the day prior to awards judging.
Posts with less that 50 members are not eligible for the All State Team. To be eligible the Post must increase their membership to 50 members. The Post will then be classified as 100%.
All State Judging Points will be given for participation in the programs as outlined below:
40 Points - For 100% in Membership
10 Points - For submitting a Community Service Record Book for judging
5 Points - For participating in the Buddy Poppy Program.
5 Points - For having the Post Commander or an authorized member attend each
District Meeting/Convention. (1 & 1/4 point for each meeting)
5 Points - For having all four (4) Quarterly Audit Reports on file at
Department Headquarters.
(1 & 1/4 point for each Audit Report), Reports must be submitted each
quarter.
5 Points - For being credited in the Voice of Democracy Program.
5 Points - For being credited in the Patriot's Pen Program.
* 5 Points - For being credited with at least two Hospital Reports
* 5 Points - For being credited with at least two Americanism Reports
* 5 Points - For being credited with at least two Community Activities Reports
* 5 Points - For being credited with at least two Safety Reports
* 5 Points - For being credited with at least two Youth Activities Reports
ADDITIONAL POINTS for MEMBERSHIP - When the Post has completed all the above programs, one fifth (1/5) of one (1) point will be assigned for each additional member above 100% (MIPs will count).
HOSPITAL REPORTS:
*Total of 5 Points. 2 points for reporting during the first reporting period
(May 1 through October 31)
and 3 points for reporting during second period reporting period (November 1,
through April 30).

Post Americanism
Record Book Program
There will be a Post somewhere that will be recognized for their efforts in Americanism.
How will this recognition be earned? By participating in the Americanism Program, and by being the “Outstanding” Americanism Post in the Department. From the entries received the Post selected number one will receive a plaque at Department Convention. The Post placing second through ten will receive a Department Citation.
The rules governing this completion are relatively simple.
1. To qualify a winner at the Department level, the Post must be selected by the Department’s Awards Committee.
2. The entry must include the name and address of the person to whom the entry is to be returned.
3. Selection by the Department shall be based on Americanism projects performed during
4. For the Post to qualify as an entrant, it must be reported in Americanism for the current year
5. In order for the judges to have something on which to base their decision, some form of substantiating data (newspaper clippings, photographs, correspondence, etc.,) must accompany each entry. All substantiating data should be organized into a record book format.
You should record the following programs and any other Americanism Projects completed in your entry.

Honor Guard Captain and know of the many hours, out-of-pocket funds given by
